It is a reciprocal process in which citizens and local authorities develop a common strategy, define short-term and long-term goals for their community, and then work hand in hand to achieve these goals. As partners, they communicate throughout the process and reflect on their work — discuss and evaluate what they have already done while maintaining their responsibility.

Volunteers should be at the center of the influence — those who know what works in their communities, what provides their time and talent, and who will have the task of supporting initiatives in the future. The city cannot do this without their help.
